Influenza-like IllnessEpidemiological Methods & Development
SabiaNet LLC,  Leesburg, VA

Provided GIS support for ESSENCE – Electronic Surveillance System for the Early Notification of Community-based Epidemics – a disease surveillance infrastructure developed by the DoD Military Health System.  ESSENCE accesses electronic emergency room data from clinics and hospitals for syndromic surveillance.  Primary tasks were to review and improve the geo-spatial aspects of the system including enhancing disease map displays and refining disease cluster detection algorithms.

GPS & Traffic Congestion Monitoring

Providing GIS database and application development expertise as a member of a team working on the conversion and enhancement of a GPS-GIS database.  The system monitors regional traffic congestion using vehicles equipped with GPS devices.  More info... 



Traffic Station - Google MapTraffic Count Database
Baltimore Metropolitan Council.  Baltimore, MD

Created a normalized Traffic Count Database from legacy datasets to support BMC’s Regional Travel Demand Model.  In addition, software web-based software tools were developed for maintaining the database.  The database was integrated with the Travel Demand Model’s ArcGIS Geodatabase providing automated data transfer.

Advanced GIS Training 
Baltimore Metropolitan Council.  Baltimore, MD
BMC
Provided training a GIS Analyst on all aspects of the administration of BMC’s ArcGIS Geodatabase and associated applications for transportation planning and modeling.  The training also included assistance in spatial data analysis for land use modeling, and automating data input for a building permit database.



Geo-Spatial System Development 
Baltimore Metropolitan Council.  Baltimore, MD

Coordinated a GIS conversion project whose aim was to migrate the organization’s GIS from MapInfo to an ESRI ArcGIS 9.x platform.  Tasks on the project included design and development of a multi-user ArcGIS Geodatabase and custom geospatial software tools for travel demand modeling.

Also developed terrain data and applications for assessing pedestrian traffic, performing spatial data analysis for land use modeling, and automating data input for a building permit database.



CGH Technologies, Inc., Washington, DC.

DC Neighborhood ClustersServed on various projects in support of the Washington, DC municipal government and the Federal Aviation Administration (FAA).  Efforts were focused on the Vacant Property Database project funded by Washington’s Housing Regulation Administration (HRA).  The project sought to catalog the distribution of vacant housing and make a database of this information accessible to local DC officials through an Intranet application.  The website includes a GIS mapping component (ArcIMS) that facilitates sophisticated visual queries.

Mr. Savory also worked with the HRA on a mobile computer system for urban housing inspection and code enforcement that makes use of GPS technology and a wireless Internet connection for data collection.  The system is based on an MS-SQL property database, an ArcView GIS application, and features an interactive search engine for the Washington, DC property database.



Nigeria Spectrum Management Feasibility Study
ARD, Inc., Burlington, VT

The consultant was responsible for the GIS aspects of the functional specifications and design of a Spectrum Management System for Nigeria.  Specific activities included researching the applications of GIS for managing radio wave spectrum, advising the team on the GIS aspects of developing the database of current spectrum users, developing the functional specifications pertaining to GIS, researching GIS data sources for Nigeria, and contributing to project documents.



GIS Enhancement of Community Health Planning
EME, Inc.  Rockville, MD

Community Health AnalystThe objective of the U.S. Centers for Disease Control and Prevention (CDC) funded project was to develop a GIS to enhance state and local health department capabilities to organize the process of community health assessment, and identify public health problems.  Mr. Savory developed a desktop GIS application for assessment of cardio-vascular disease rates in a typical urban area.  Health and demographic data sets were used to generate customized maps depicting disease occurrence, disease rates, and statistical significance of local rates.  High risk population sub-groups were singled out for analysis.  The application is a prototype applicable to a variety of diseases.   Sample map... 



Environmental Information System Development Project
AquaTerre Ltd.  Accra, Ghana

Land Suitability ModelThe EISD project was funded by Danish International Development Assistance (DANIDA) and the World Bank. The goal of the project was to computerize existing environmental and natural resource maps and data within a GIS framework for land use management and planning.  Consulting inputs to EISD included GIS training at the Ghana Soil Research Institute, establishment of a GIS, and land suitability modeling: 
Designed and managed the construction of a spatially referenced soils database using existing soil survey reports and FAO procedures.  Organized and supervised the production of a nationwide GIS soil map using Ghana’s existing 1:250,000 scale maps.  The soil information system was used to produce a GIS agricultural land suitability model based on the Agro-Ecological Zone approach developed by the FAO.  It is intended for agro-ecological assessments and development planning.  The model is driven by a series of programs developed with the ARC/INFO macro language and offers map display, query, and plotting from a graphical user interface.

UN-FAO. Dhaka, Bangladesh

The Bangladesh Agricultural Research Council (BARC) administered this nationally executed project.  Project goals were to update and expand the existing AEZ database, develop a national agricultural development planning information system, and train personnel to operate and maintain the system.  The consultant’s mission was to develop the hydro-climatic components of the project’s AEZ/GIS system.  Specifically, the consultant updated the hydrological database, produced a mapping model for generating historical climate maps, and developed a model for quantifying flooding regimes.  Deliverables included customized ArcView GIS applications for the climatic mapping and flood models.




Establishing Municipal Administration System Project 
AquaTerre Ltd.  Vientiane, Laos

EMASP was an Asian Development Bank technical assistance project whose aim was to establish a municipal administration in Lao’s capital city through development of sustainable urban institutions.  The project included development of a GIS to facilitate urban planning.  The GIS was established at the Lao Institute of Technical Studies and Urban Planning.  Inputs included GIS needs assessment, installation of GIS hardware/software, classroom and practical GIS training, and establishment of a basic GIS database.



Environment & GIS for Water Sector Planning 
Delft Hydraulics.  Dhaka, Bangladesh

The project was funded by the Netherlands Government and implemented within the Bangladesh Ministry of Water Resources.  Objectives of the project included the development of real world GIS applications to aid regional planning and water resource management.  The consultant investigated the viability of GIS as a tool for fisheries habitat studies.
